There are 13 clubs shown. Many golfers have different "bag setups", particularly at the top of the bag. The chart is intended to show proper gapping between those clubs, regardless of which clubs they are. For example, if you play a hybrid in place of 4 iron, the distance that hybrid should travel is reflected by the 4 iron number in the chart.
